[SSALTO/Duacs] Impact of Jason-3 unavailability in the NRT system

The DUACS system is facing an important reduction of upstream altimeter measurements.

No OSTM/Jason-2 measurement is available since February 16th 2019 due to Safe Hold Mode (SHM) and SARAL-DP/AltiKa measurements are temporarily not used in the system since February 19th 2019 due to a satellite issue affecting the nadir pointing accuracy. Additionally, Jason-3 recently entered also in SHM and no 
altimeter measurement is available since February 24th 2019. Due to the necessary period of time required to investigate and recover the nominal mission with full performance, Jason-3 measurements are expected back in the DUACS system on week 11/2019 at the earliest.
Jason-3 is currently the reference mission in the DUACS system, i.e. that it ensures the homogeneity of the multi-mission datasets through the cross calibration process and the stability of the Mean Sea Level of the merged products.  To limit the lack of Jason-3 data in the real time products, the altimetry missions will be adjusted on Sentinel-3A instead of Jason-3. This new configuration will be implemented on the 29th of February and will last at least 1-2 weeks. The DUACS team will try to ensure a seamless transition during this period and until Jason-3 is ready to come back in the system.
