[Envisat] Radiometer anomaly

Due to an anomaly on the Envisat radiometer since 20th December 2011, some Duacs products are impacted.
The Envisat Altimeter RA2 processing is degraded since 2011/12/20 due to a problem with the radiometer MWR.Some Real-Time and Near-Real Time Duacs products are impacted like highlighted on the <link fileadmin images data duacs kpi duacs_kpi_20111223.png download>Key Performance Indicators.
